PROJECT SUMMARY
Established Lalitpur as handicraft district under the "One District, One Product" (ODOP) concept
initiated by FNCCI. The project is aimed to boom handicraft activities and business in Lalitpur and
at the same time motivate and encourage younger generation involvement by creating employment
opportunities. The project will play role to enhance handicraft export.

BACKGROUND OF IMPLEMENTING ORGANIZATION
"Develop Lalitpur Chamber of Commerce and Industry competent, resourceful and service oriented
institution promoting the common business of its member and playing an effective role in economical
development of Lalitpur District."
Lalitpur Chamber of Commerce & Industry (LCCI)
LCCI is an autonomous, non-profit making and non-political organization aiming at promoting
business activities in the Lalitpur District to contribute to national economy. It safeguards the common
interest of the business community and provides support for their business promotion.
was established in 1967 to promote the common interest of business community
and help them strengthen their performance. LCCI is persistent in providing
services such as training, workshops, seminars, and industrial exhibitions and so
forth. It also provides various services to the society for the integrated economic
development of Nepal.
Lalitpur Handicrafy Association (LHA)
LHA was established in 2005 A.D in district administration office of Lalitpur sub-municipality. It is
service oriented non-profit & non-governmental organization of art, artisans & handicraft traders. It
has more than 500 members from artisan, manufacturer, wholesaler, and exporter. It works as liaison
for its members, the government & non-government organization to promote & preserve handicraft
business.
LHA is established to encourage artists and entrepreneurs of Lalitpur by providing different kinds
of handicraft trainings and organizing exhibition of their products in the world through national
and international trade fair and for the betterment of the quality of their handicrafts goods and to
promote local business. LHA organizes different kinds of handicraft trainings seminars, symposiums,
conferences and exhibition to strength handicraft trade for promotion and preservation of art culture
and artisans.
HISTORY
For thousand of years Lalitpur has its own aspect of specialization of trade specific allotments (One
Tole, One Product) as per tole or caste for example: stone carving at Bhinchebahal, metal statue at
Okubahal, daily utensil metal crafts at Tangal and list goes on, which has till the date being handed
over to father to son culture. But due to proper documentation, vision it has been taken as granted
as family or caste specific. Today, in this globalization, best practices and learning being replicated
all over the world. At some point, the practice which we have inherited from our ancestor is being
only taken granted but coming back or pondering it give reflection that our rich culture, heritage and
traditions has already incorporated those components in those days but we, so called new generation
do not realized richness within still, this modern day ODOP, further enrich our age old practice to next
global level for our local level practice.
The concept of ODOP is entirely incorporated with the principles of “One Village One Product”
(OVOP) concept, which originated in Oita Prefecture of Japan in 1979. At present, different countries
all over Asia, Africa and Latin America as a rural community development program have adopted
this program. Nepal is one of the countries doing so, having adopted OVOP program since 2006.
In Nepal, OVOP is a Public Private Partnership based program in which Federation of Nepalese
Chambers of Commerce and Industry (FNCCI) is playing a very important role from the private sector
in partnership with Ministry of Agriculture and Cooperatives (MoA)
Inspired by the successful result of the OVOP program in Nepal, FNCCI has decided to extend such
types of programs in all 75 districts of the country. For this, 48 different types of products having local
essence were identified. Most of the commodities selected are agricultural products while others are
religious and village tourism products. Apart from production, processing and marketing activities, the
ODOP program has also focused on social activities like development of Special Economic Zone and
Medical City in the potential districts.
OPDP, as an extension of OVOP, and is based on three basic principles:
1. Think globally, Act locally
2. Self Reliance and Creativity
3. Human Resource Development
PROJECT JUSTIFICATION
The term ‘handicraft’ refers to a craft made by hand, not using machines, and used for different
purposes, from decorations to daily use. Nepal is a country that is less mechanized, where high labour
intensive operations in any business, from agriculture to carpet weaving, are still the norm. Handicraft
is a major area of business whereby utensils, sculptures and carvings are produced for the domestic
market as well as for exports. Nepal has a well- established reputation in the European and American
continents as a handicraft producing and exporting country. About 13 % of Nepal’s total export comes
under the category of handicrafts, which includes carpets, woodcarvings, metal carvings and so on.
Lalitpur District is a prime district that has been producing and exporting handicrafts since more than
five decades. However, more organization of this business needs to be done to uphold the district’s
reputation and to maintain the quality of the products for more extensive marketing in the local and
export markets.
The ODOP program selected Lalitpur District for handicraft products and it will further enhance
the capacity of the producers and exporters by helping them find new areas of product and market
diversification besides branding them as ‘Lalitpur Crafts’.
LCCI has identified five different products for this program:
1. Metal Craft
2. Silver Jewellry
3. Wood Carving
4. Stone Carving
5. Wood, Cloth weaving and made up articles from fabric.
PROJECT BACKGROUND
FNCCI believes that OVOP has brought up the economic opportunities at the local community for
community development. Recognizing the importance of OVOP, FNCCI envisaged a balanced
economic growth strategy for rural development program through the concept of “One District One
Product” (ODOP). Local resources, local skills, local pride and local people’s involvement through the
chamber movement, commodity associations and private sector investment are the vital elements of
development programs, which are the guiding principles of ODOP program. These factors shall be
well addressed in the ODOP program in creating more economic opportunities at the local level by
promoting local products for commercialization and employment generation.
Based on the FNCCI assessment on the need to extend ODOP program throughout the country and
Lalitpur district is being identified in promoting “One District One Product” (ODOP) on handicraft as
this district is historically, culturally, ethnically renown for its unparallel handicraft product in Nepal.
This project will generate employment, enterprise creation, increasing productivity and production and
marketing in the profitable market and will ultimately contribute in economic up-liftment of the local
people and branding Lalitpur as district of handicraft.

PROGRAM IMPLEMENTATION
Based on the three principles of OVOP, which is the base for ODOP as an extension and is the base
for the project program.

1.1.Major Activities
1.1.1. Global Market Exploration and Promotion
Series of orientation/training program on exploration of local and global market will be
given to concern beneficiaries.
1.1.1.1. Information dissemination of national and international handicraft fares
ODOP will disseminate most feasible and potential national and international
fares, B2B meetings for its members by active as facilitators on participation
procedure and process.
1.1.2. Build International Networking for Business promotion
ODOP will act as facilitating agent for exploration for possible and potential business
networks, groups or agent for business promotion for handicraft artisans and
businessmen. Potentially establish long-term institutional relationship for the benefits of
handicraft businessmen and artisans.
2. Self Reliance and Creativity
2.1.Major Activities
2.1.1. Capacity building for Skill enhancement and Skill transfer trainings
ODOP project will provide training to semi-skilled artisan for enhancement of their skill
to higher level skill required to recognize as a fine artisans. Few best artisan will be
given subsidize support after the training which will be projected as 50% from artisan,
50% from ODOP (which is 100% matching) project with clauses to support at least 2
artisans for apprentice for period of 1 years.
2.1.2. Branding the product
2.1.2.1. Formulate Branding Criteria
ODOP will draft necessary "branding criteria" with consultation with concern
artisans, handicraft businessmen, expert in this field, FNCCI representatives,
Nepal Government representatives, local chambers and commodities
associations through interviews and workshops.
2.1.2.2. Orientation program on branding
Drafted "branding criteria" will be finalized in presence representatives of
concerns in this regard through consultation workshop. This will consultation
workshop will crate awareness amongst all concerns, they will feel it they
are too part of it in the formulation process - ownership of branding criteria.
The expert team will finalize branding criteria through public announcement
program by inviting all handicraft businessmen, artisans and craft collectors
though a formal program.
Once branding criteria being finalized concerns artisans, businessmen and
art collectors will be given detail orientation on branding and its importance.
This will further create awareness and importance of branding of the
handicraft projects.
2.1.2.3. Sale of authorized brand stickers/stamp/itching for the products
Once public endorsement of the "Branding Criteria", ODOP will make
necessary stickers or metal itching or stamping on handicraft products.
The project will develop process and system to materialized branding the
product for ease of all. This will generate financial resources for stamping or
giving ODOP approved brand - "Made in Lalitpur" with specific logo on the
handicraft products.
2.1.3. Generate new skilled manpower
During project period, high skill manpower will generate to setup their handicraft
business. These ODOP support skill manpower will be put into clauses to support
at least 2-apprentice manpower for handicraft skill enhancement and support for the
period of 1 year.
2.1.4. Training on marketing of products nationally and internationally
Training workshop will be organized on marketing of handicraft products nationally and
internationally. At the same time ODOP will act as facilitating agent in promotion of
handicrafts products nationally and internationally.
3. Human Resource Development
3.1.Major Activities
3.1.1. Develop highly skill training manpower
Under the skill training there will be two categories:
a) Product Development Training
b) HRM Development Training
The skill training will be based on above two categories. ODOP will support unskilled,
semi-skilled and skilled manpower amongst the membership from LCCI, LHA, FHAN
and FNCCI. The project intended to generate highly skill handicraft manpower within
project period in above two categories. This skilled manpower will be resource person
to generate unskilled and semi-skilled manpower on handcrafts for ODOP project and
outside.
3.1.2. Establish high standard quality
ODOP while drafting/formulating "Made in Lalitpur" as an brand for handicraft products,
it need to be supervised for referring any handicraft products to be called as branded
products which falls in the branding criteria of ODOP, for that, there need to expert
who oversee the quality of the products within branding criteria. Within branding criteria
ODOP will establish quality verifying system for it.
3.1.3. Market Survey and Establish Data bank of Artisan and Art
During project period, project will make necessary data, profiling of artisans, art,
handicraft industries, shops and products. For that necessary survey will be conducted
and outcome will be publish as a reference book of Handicraft, Artisans, Art Collectors
of Lalitpur. The objective of survey will be study of existing market of handicrafts and
marketing strategy development of the handicraft products and crate a Data Bank of Art,
Artisans, Art collectors and factories in Lalitpur.
3.1.4. Produce booklet of shops, artisans and factories titled "Where to Shop
handicraft in Lalitpur?"
Base on the survey booklet of list of shops, artisans, factories will be produced in handy
booklet and will be titled "Where to Shop handicraft in Lalitpur?” This book will be freely
distributed from tourist counters with reference map to locate shops, artisans and
factories.

EVALUATION
Steering Committee will coordinate necessary evaluation with independent body/individual of the
project during and at the end of project period and learning will be carried forward for further project
development.
SUSTAINABILITY
Project sustainability
During project period, ODOP will support 100 individuals with clauses to apprentice at least 2 to make
apprentice on their trade for the period of one year for skill transfer. This cycle of trainee adopting
apprentice from the project wills multifold support system along with skill transfer will sustain the
project for long run.
Program sustainability
The project program is designed to create platform of marketing to new artist and artisan on their
products.
ß Products produced during project period will be sold and income generated from it will be
reused for project again.
ß From the sales of branding sticker/stamp/hallmark stamp of ODOP on the handicraft
product will generate regular financial resources.
ß Membership to ODOP Lalitpur Steering Committee will generate financial resources.
ß Yearly update and publishing of booklet with location map on ODOP Branded Shops/
Artisan/Factories on booklet will general financial resources through advertisement/
sponsorship.
